Actual infections are going to be far more. How many people do you know that go to a hospital for minor things? Even when it's free people stay away from hospitals, and in China they aren't free or any good. People need to be on death's doorstep with a pile of money before they dare go to a hospital. It will take some time for those that die outside of a hospital to be counted as dying from the virus, if they ever are.
