The highway along the coast has an entrance on each side of town. There are some backroads that go a little into the hills, but not very far. That info is from me being there in 2019, given that it was a heritage town basically, I doubt that there was any change up until the fire.

A road labeled 3000, Lahaina Bypass joins onto 30 Honoapiilani Highway at the approximate midpoint of that highway through Lahaina and travels SSW out of Lahaina. That arrangement leaves two options out of the area if one was blocked by Hawaii Electric crews. The headline of this article is sensationalized for what the article actually claims happened. I'll file the article under clickbait. Outside of that the town was poorly planned from an emergency perspective and travel.
