Philadelphia is in real trouble. They might have had a chance with gentrification ten years ago. Their only hope now is to over fund their police force, beef up their team of district attorneys, and put violent blacks in prison ASAP. They are going to need way, way more juvenile detention facilities also.

This isn't to enforce the law ahead of time. This is to charge the people who defend themselves after the fact.
