He lost his cell phone so I am sure he doesn't know anybody's number, he didn't call anybody and let them know to let everyone else know

Yeah... Prior to cell phones, I knew a ton of numbers in my head. Now that there are cell phones, I don't remember any phone numbers.

I have a hard time remembering my own number

I have two cell phones and a home number. I know all those 'cause I write them down or enter them into various fields online.

I actually give many (most?) companies a fake phone number. I give 'em 207-555-1212, which is not a real phone number.
