LoL I told him not to pay the fine as they were living in another town 20 miles away at the time and his mother was moving at the end of the month. As far as I know, he has not paid it LoL

Not paying a fine can come back and bite you years later, at times where you don't want to be bitten.

Around here when a fine is not paid they sell them to bill collection agencies.

They're offenses for which you can be arrested in most jurisdictions. It's considered contempt of court when you don't pay your fine. Even parking tickets left unpaid rise to the level of contempt of court and become something you can serve time for. You're not serving time for the parking violation, as that's not a criminal offense. You're serving time for not paying the fine, which is contempt of court.
