Yeah that would take a whole lot of people. I suppose they just have the computers flag those with irregularities for a human to review.

That'd be what I'd aim for. They've got all sorts of data they can use to recognize patterns.

Yeah then you would not need a whole staffed department just to do what the computer can much faster

There are millions of AdSense customers.

On the other end, there's no human involved either - just the person putting up the money, selecting what ads they want to show, and setting how much they want to bid for every ad shown/clicked. There's no human on the Google side unless there's a problem.

(I've paid for Google Ads and I've been paid from Google Ads. I've seen both sides of the process.)
