No, it's a stylistic choice. It's a part of most style-guides.

There are times when one writes to a style-guide. Believe it or not, English isn't really all that many formal rules - it's just the formal rules that you were taught in school. In school, you learned according to one method (one of a few, seeing as you're in the US). Others learned completely different rules and write to meet those rules.

If I'm writing to meet the standards of a style-guide, I usually use for the Oxford Style Guide or I use Hart's Rules for Compositors and Readers. I don't write formally on Poal. I barely strive for formal writing on my Linux site. But, I still keep the skills sharp.

I guess I am not sure what the style guide means exactly.
