Carnival cruises are basically the spirit airline of ocean cruises. My guess is that they don't need to spend any money on cleaning or repairs because the niggers will just trash the ship anyway. Another guess is that carnival keeps using ships WELL past their expiry date and/or buys ships from other cruises liners when they are too old to maintain.
