So should residents choose they can bike or walk in 15 minutes to the everyday essentials. However, should they want to travel for an hour to their favourite art gallery, so be it.
That's how the communists sell it, but that's not how they implement it. They start removing traffic lanes and whole streets to make mobility more inconvenient and miserable. They outlaw cars in congested areas to make travel impossible. They restrict the size of parking lots in shopping centers to make parking a nightmare so you'll be "encouraged" not to drive. They wall off secondary and tertiary roads to concentrate traffic jams. They put in express lanes with exorbitant pricing for rich people (them) to bypass the misery they've created.
If one of these clown niggers comes to your city there's an easy way to expose their lies: try to get them to include rules that don't allow doing any of the above. They will promise they won't do it, but they will resist making it a written law with everything they have.

In Soviet Union 2, shit like this is easy since they already live in smaller cities anyway. I cannot see this working in any fashion in the US, outside of maybe Kike York City.
