Not at all. Collectively people have a syndrome called diffusion of responsibility (ethicsunwrapped.utexas.edu). Basically, people think someone else or want someone else to take responsibility of something that needs to be done. The plutocrats/tyrants take advantage of this phenomenon and take it upon themselves to do what others don't want to do. I believe the Q phenomenon was this: the idea that someone was taking care of a problem that many people knew needed to be done. In the end, the problem never was solved. Hope is a corollary to this. People love to hope they can vote their way out. Nope, voting to have someone else do your job never works.
Absolutely, there are people who do what's necessary. Sadly, not enough.
Things are even worse now because people want to take movies of people in distress rather than help. Helping others actually can be very risky too.
