What we are seeing is that the commander in chief of our military is required by law to make certain decisions. No one but the CiC can make those decisions. Biden is incapable of making decisions on what's for dinner. So, the actual decision makers are having a hard time passing their illegal decisions off as legal decisions made by Biden.
Outside of military operations, it isn't so definite and clear, but with regards to the military, it's black and white. The president is commander in chief and only his decisions matter or allowed to matter.
