You need to ask yourself "failure for whom?"
Surely, Afganistan is a complete failure for Afghanistan. How about those people who benefit from continuous war? For them, continuous war is very profitable. The United States benefits from war due to our enormous military industrial complex. It's in our interest to have large scale war, as long as the battlefield is not here.
