It’s a good think virus was made in China. Suffered quality, and wasn’t what was advertised.

After the war, the US got both German and Japanese bioweapon researchers, together with Porton Down they were leaders in the bioweapon research. The only problem was how to get enough humans for testing, and that's where China came into play: China got the technology and did the testing in return.

An accident is not so common in China as it seems: After a real accident, there are real heads rolling. Like the head of the transport minister after the first accident with a high speed train - the biggest network of high speed trains runs smoothly since then. As long as you don't see rolling heads, there was no accident.
