Think about the privacy issues and potential fines. Then think how they will use this to restrict movement. They already passed a requirement (kbb.com) for cars to have technology to detect drunken driving and disable the vehicle. If you think they won't use these two together and restrict movement you have to be very poor at critical thinking. It is all coming together.
