A sand blaster with a long extension handle would work better, be a more permanent solution.

Could even make up a setup that uses a pre-filled air cannister so you don't need to lug a compressor around. Just have an old fire extinguisher for the air cannister, a small sand cup near the nozzle (I don't think shooting sand/air along a long tube is a good solution). The sand cup would only need to hold enough for a single application and could be refilled.

The trouble with this is that if you were caught with it, it would be difficult to get out of trouble for "criminal damage". But under the circumstances, this level of civil disobedience is well in order and this approach would be about the minimally aggressive approach.

Spray paint is the easiest if they're low enough. Some are up high, surprised any low enough for silly string

You'd need a shitload of sand with all the cameras installed all over UK's city downtowns.

Would be a quick reload (even have quick change loads by using common items like a small plastic bottle), could even have a bag of sand with you, carry enough to do half a dozen with bigger stash in car with a compressor to refill the air canister.

Modify any hand-held fire extinguisher that has a pressure gauge with a truck tire inflation valve. Refill with acetone or other known plastic solvent. Pressurize with any pump until gauge is in the green zone. Quick spray job on the plastic domes will melt/etch the plastic so that it will require replacement. Cheap, quick, and easy to use, conceal and/or ditch.
