The fire was not a big fire. It was within one production unit only. These sorts of fires are common in refineries and they always recover from them. I did power (EE) for several refineries and chemical plants in my early career so I've seen plenty of small unit fires. All of them were rebuilt and put back into operation within a short period of time. I won't rule out sabotage, but I wouldn't give it better than a 1000:1 chance at being the cause. From what I saw of the fire footage, I would put money on the cause being a pump seal failure, which are very common. If they wanted to take out an entire refinery, it would be a huge news story because the devastation would be immense. Don't make mountains out of mole hills. Unless there is proof of sabotage, this is just a typical refinery maintenance fire incident.
