IIRC, Those water jets were started up right before the space shuttles main engines ignited to dampen sound. Apparently the SSME's created more of a shock wave than a sound wave which caused excessive vibration. (Leading to damage)

This is correct. You can't extinguish rocket boosters with water after all.
