My guess: Structural engineer wasn't specific on the plans, and the contractor used the cheapest doorframe in the catalogue. Then someone noticed "hey, the lintel's kinda warped." and they had an oh-shit meeting and came up with the bar as a solution to stop that part of the ceiling caving in.
