It only charges a second time for the same user if they install it on a different device.
So an angry script kiddie will need to spoof a new MAC address before the punitive reinstall. Good thing there's no way to do that.

I don't get it. How is it a monthly rate per install? Is the fee just charged once, but the developer gets monthly bill for all new installs?
Let me get this to you. If you sell your game for $10, after Steam fucks you with a 30% cut, it takes 5 years for Unity to charge the profit you got, but only after you sold enough units for the threshold to be met. It forces devs to upgrade after a certain limit and theorically makes you not as worried if you sell enough.
Time to move to godot or build your own engine
