In a communist society, everything is by quota. I remember the EU system, and its so horrific to work in. They let everyone come in for "free", but then year 2 half the class gets shafted because of quota rules

And it's a ridiculous quota, we're told that they're all Scientists and Doctors but who are they to declare that they were these people and if they were then their skills would be needed in other third world countries where they'd also be safe.
