His vision for the Empire was probably the most viable. Also he was actually producing technological innovation over a couple years, whereas in Star Wars not much advances for centuries. If he was in change the Vong would have been crushed.

Yeah, the tech in canon (or semi-canon) is pretty stagnant.
Compare the old republic (as seen in KOTOR) and what we see in the movie era and shit is basically the same across millennia. I've even seen it implied that the people in the SW universe don't even fully understand their tech, like hyperdrive.
As far as innovation, there was the TIE Defender, proposed by Thrawn (in Rebels I think), which is a monster both in-universe and on the tabletop. But Palpy killed it in favor of moar fuckhueg ships.
