I assume our installer is applying one of those cheap electrolume strips?

LED strip in a plastic channel with silicone diffuser to give the appearance of neon lighting. A strip like that usually has the LED chips in parallel or small series runs of 2-to-3 chips and a dropper resistor that are then in parallel with other groups. They range in voltages from 3V up to rectified 240 VAC, but this clearly intended for 12 VDC.
