The way it would really work is the cops would arrest batman for assault. Cops don't like other people doing their job. They are pretty much more protective of their gig than any other group. Even if they don't have the resources to get the job done, they aren't going to beg for someone else to finish the rest. They are now in more demand and get budget increases and new equipment.
