I don't believe that's the crux of it. You're right, of course, but the entire story should have ended the second he confirmed he's blind. At this point, the issue strictly becomes one of her own failure and that's where it should have ended. If she can't accept he's blind and can't physically determine someone is in eye line, therefore isn't staring at her, she should be verbally dressed down.
