The context of the strip is the fact that the list of immediate side effects is highly extensive and originally planned to be released one hundred years from now. They panicked that it would destroy their narrative so they rushed to the next distraction to sweep this under the rug.
I would argue they had it backwards because they waited until the ukraine bullshit to peak before they finally released the information. They were successful as you have too many dumbasses push the injection despite the known effects it can cause.
Furthermore, it is like a faggot jew to equate this with other measures while ignoring the night and day difference between the ethical shit they pulled.
