It doesn't matter. Consumer auto insurence is paid annually, not by the mile. Whether men generate greater insurance payouts due to driving more miles or by being involved in higher cost collisions (e.g. hitting something at 80 mph vs 20 is a massive difference in damages), men cost insurers more so they're charged more.
I don't like your point, but there is no arguing with those facts.
It's similar to how chihuahuas are equally aggressive to pit bulls and probably bite people as often, but if a chihuahua bites you'll just LOL and punt it. If a pit bull bites you, we're looking at expensive damages.
Yes, my ex's friend has a little dog. She is completely unhinged from being raised by a young girl, with no dicipline or training. The stupid mutt tries to attack any dog. Met a different girl who had a German Shepard, she had the audacity of asking me if I was afraid of all dogs after her's jumped up teeth first into my elbow. Should have had them both put down.
