I kind of oversimplified my message here, it's more about the windup than whether it goes over or underhand on the follow through. But you can't really start it like a softball throw with your hand in the upraised position and get any decent range on em.
If your army men started from the position CrashOverdone posted a picture of one in, it would still be a good throw.
