It does sound fishy. I wouldn't rule out that this is some psyop. Have Neil Young make a very public ultimatum to rally a certain cross-section of people around Joe Rogan... and then what? I have no idea what it could mean, but I doubt they paid $100 million to Rogan for nothing. What will Rogan go on to do with his man-of-the-people persona? Will some kind of silver lining emerge for Young resulting from his participation in this? We'll see, I guess.
