No, it says you're allowed to move the fragments from within a golfclubs length away, not the ball itself.

Played in Kabul during a deployment back in 2006. Sent them some donated sets of clubs, and boxes of balls I had recovered from a water hazard at a local course. We even had some shirts made. Still have mine around here somewhere.

I try to exercise a civilizing influence on any local fuzzy-wuzzies. For all the good it did. Still, one does what one can. As a Christian White man, one can do no less. It is not, after all, a matter of their character, but one's own.

True, that, while demonstrating the focus and concentration necessary to complete one's stroke during an explosion would admirable and manly coolness of mind, tumultuous events, not under the player's control, should not incur any penalty.

But recall, these are English, and so can hardly be expected to be civil in important matters such as golf.
