Actually I was thinking more of a variation on the old public stocks. Equip it with a thick locking steel collar, and a GPS beacon tied a website with real-time location updates. Then display their crimes, right over their heads in big easy to read letters and a UPC code that people can scan. Built in taser. Parolee reoffends, they can either remain perfectly still or do the 'kickin' chicken' until police arrive.
