Those clamps are for people who are unsure of their ability to do the exercise properly. If you hold the bar parallel to the ground and KEEP it that way during your reps, the weights will not move (unless the bar as been dented/bent somehow). And like you said, in an emergency, all you have to do is tilt the bar left, then right, and you're left with only the bar on you, easily shoved aside or back onto the rack.

This goes back to my statement on spotters- if you're not 100% confident in your ability to do an exercise properly, get a spotter, even if it's not a particularly dangerous exercise. Most folks in the gym are friendly, and if you approach them and politely ask for help, they'll help you real quick.
