Meh. Just means it'll all be Internal Suspension now. The high school here has a designated hallway with some classrooms and a bathroom. All the unruly kids that 'must' be in school are put in that hallway with no teachers at the beginning of the day with the internal doors chained shut so they can't access the rest of the school. The external doors are left unchained so they can leave at any time, but honestly the school officials don't mind if they do. The hallway kids spend the day playing music, dancing, periodically stabbing each other, or doing drugs and fucking. School officials are just trying to keep the monsters away from the normal kids trying to learn. The law is fucked and says you'll be expelled if you, for example stab someone, however the law also says you 'must' be in school. So kids get expelled from one school and are just moved to another, never truly expelled from the school system. Eventually the worst of the worst end up at this one high school and end up in the chained hallway until they're 16 and drop out or turn 18 and can go to prison for their actions.
