Martial law cannot be enforced with tanks, heavy armor is useless when quelling the uppity people. Only gestapo like door to door tactics by foot soldiers has a chance to work. Usually it doesn’t, reference Vietnam, Afghanistan, lol.

Tanks do carry machine guns also and a platoon can follow a tank into enemy fire kinda safely. But you're basically correct. Artillery and fixed wing aircraft would be useless as will most of the navy. Guerrilla warfare will be the only way to attempt a win.

I was a tank gunner a long time ago, killing other tanks is easy, if you can see it you can kill it. You just gotta be fast, if you can see them they can see you, he who shoots first wins. Okay, enough about my army days, tanks are worthless oppressing a population, Molotov cocktails and sticky bombs prove that, a determined populace will, always defeat a well armed advanced army.

Checkpoints. Nothing quite blocks a road like a tank. They're also considerably less vulnerable to IEDs than a hummer. Parking a tank on an intersection is as good as building a castle there as far as most civilian and improvised weapons go.

I dunno about you but I certainly don't have the magic powers to create a sinkhole under a mobile tank likely surrounded by soldiers while under fire from them.
