Maybe I'm completely off base here but do you think they would have the manpower to patrol the streets and the sewer systems? Manholes are everywhere. How about driving their tanks out of range of exploding natural gas lines? Plenty of them everywhere also.

Sewers generally aren't big enough to use as a tunnel network. You could probably hide explosives in them if you knew a tank was passing along a certain street but it'd be easier to put them in a car.
