Wasn't this a plot device on the X-Files back in the 90s?
The science fiction of 30 years ago is the science fact of today.
All of the nerds developing technology (or techniques for manipulation, or other glownigger activities) watched Star Trek and James Bond movies growing up. They are inspired by that shit. And when they become adults, get degrees, they sell their idea, get funded, and before you know it- all those little "communicator boxes" from Star Trek are a typical device that everyone on fucking earth owns, even in places where they are starving and believe in witches.
I even believe the "pandemic" was thought up in a manner similar to this.
