Not true. Every staircase I’ve ever built has a tread that is about 3 to 4 inches bigger than the riser.
Edit: the nigger that downvoted me ( ahem ) obviously doesn’t build for a living because it would not be up to code to have riser and run the same. Riser has to be under 7 3/4” and a tread that small would fail inspection.
