That staircase is not to code. There needs to be less than 3/8 difference between all rise and run.
Not true. Every staircase I’ve ever built has a tread that is about 3 to 4 inches bigger than the riser.
Edit: the nigger that downvoted me ( ahem @Mack88 ) obviously doesn’t build for a living because it would not be up to code to have riser and run the same. Riser has to be under 7 3/4” and a tread that small would fail inspection.

My suggestion is if the escalator is out of order, don't use it. You have no idea what's wrong with it. They could have a step missing or the service hatch open and you could fall into it. Or the motor slips while you're on it and you go careening down what's essentially a run away metal conveyor belt. Escalators can be extremely dangerous and people treat them like amusement park rides.
