Then wouldn't that burn down their own store? If this were outdoors, maybe, but if they are trying to save their business/property I don't think fire would be a good idea.

Not a poor joke, but lit oil is a repellent; pour oil, wait on looters skipping around in it, THEN apply fire!
Any looter may have lit it and sensible storeowners are insured..

Maybe it would be possible to have mineral oil on the outside, and gasoline towards the middle away from the stores. Smoke damage would still exist through the mall. Maybe you can just paint over it.
