Maybe it would be possible to have mineral oil on the outside, and gasoline towards the middle away from the stores. Smoke damage would still exist through the mall. Maybe you can just paint over it.

Naphtha is a good choice. You need something that vaporizes at a low temp. That's where the name napalm comes from -- NAphtha and PALM oil.
