She was already a prostitute, it's clear she didn't care much about laws so I doubt she would have waited to hit 18, and regardless of that she'd only be risking a slap on the wrist if arrested underage. Her clients would be fucked though(even though they had no way of knowing because what kind of prostitute goes around showing photo ID to any potential customer who asks?)
