There's an offshoot of the Nation of Islam called the 5% Nation (Nation of Gods and Earth). They believe 85% of black people are ignorant masses with no knowledge of self, 10% have partial knowledge of self and use that knowledge to exploit other blacks (your first example), and the remaining 5% who have full knowledge of self and use that knowledge to help blacks.
