So every hard asset she would retain 1% ownership and thus courts cannot take it from Bill without harming her also and thus cannot take it at all? Am I getting that right?

Yep. Time honored tradition. Marry to prevent testimony, divorce to protect assets. Sign off 1% of your property to keep jointly, that way it can't be taken without harming an innocent party.
