Happened many times with motor vehicle prototypes and experimental airframes. R&D gets lost over the years after projects are mothballed and engineers have to start from scratch decades later when something that was previously developed is commercially viable with new materials and manufacturing technology. Even if the R&D isn't lost, it may be someone else's intellectual property and not available to use as a starting point.
