It would have been just fine if people weren't approaching it from a one-way street, same direction in both lanes. That's just confusing as hell.
Part of the problem is nobody remembers what they were taught in Drivers' Ed but never actually encountered regularly. For example, a flashing red light or a flashing yellow light at an intersection.
