Bad grounding of the Fan. Looks like the third world where they don't give a fuck about electrical code.

Windings get loose and touch chassis. More than likely the strain relief where the wires go into the fan have become undone, pulled, worn or frayed and are touching the chassis. But good chassis ground would still keep this from happening to this extent.

Plug had probably stopped being tested five years prior. Employees keep running over power cord with bags etc. Open current = bad day for that guy.
