Some sort of fault caused the entire metal fan to become electrically charged. When he grabbed it it was basically the same as sticking something metal into the outlet. The electricity causes his muscles to seize and he can’t let go, so he eventually fries.

I think the other guy legitimately didn’t see what was happening. As the video starts he’s already packing up his bag and his head never angles as though he’s looking toward the dying guy

I've gotten a shock from a metal-caged fan before. The coils are thin wire and the insulation isn't always great. Stick with three-prong fans and verify that the third prong really connects to the case and the outlet is really grounded.

A trick if you're paranoid is to touch the object first with the back of your hand. If it's live, your clenching hand won't grab the live object.

I nearly got electrocuted once as a kid and my mother apparently touched me to get me loose and got a shock. My father yanked the cord out of my hands (light bulb socket with the base of the bulb exposed, outside on concrete porch). Fortunately I was able to yell to my parents for help.

In foreign countries its very common that the standard plugs are 220v rather than 110v. No ground and faulty wiring you get this. Guy would probably be alive if it were 110v. Even then its nothing to play around with.

In most cases 220 will hit you hard enough to knock you back while 110 will hit you just hard enough to grab hold of you so you can't let go.

Hard to say. Higher voltage means higher current when resistance is unchanged (e=i*r). it's just as likely that he would have died on a 120v circuit because it takes like 1 amp to kill you if uninterrupted.

I believe how fucked you are is dependent on the path electricity takes through your body and voltage. Not 100% sure where the exact path is in this instance but I'm fairly confident 110/120 will still cook you if you just hold 2 wires together.

Voltage doesn’t matter as much as current. Less than a single amp can kill you, and this would likely be a 20 amp circuit; though normally you can pull your hand away from the 120v stuff.

Windings get loose and touch chassis. More than likely the strain relief where the wires go into the fan have become undone, pulled, worn or frayed and are touching the chassis. But good chassis ground would still keep this from happening to this extent.

Plug had probably stopped being tested five years prior. Employees keep running over power cord with bags etc. Open current = bad day for that guy.

Everyone is calling the guy an ass for touching the fan, but put yourself in his shoes for a second. He is at the DMV because the government has mandated that he get a license to do whatever private business he has to do. He has to jump through all these hoops, pay all these fees literally for nothing. Probably all instituted to protect the government employees businesses' from competition. But he has no choice, so he sits there at the DMV/goverment office all fucking day because that lazy ass fuck behind the desk works as slow as he fucking can because he doesn't give a fuck. He know everyone is there to get fucked with and his bosses want him to make it as painful as possible. The building is hot as fuck with no AC. The only fan in the room is literally pointed away from everyone. This fucking hero steps in to possibly save people's lives from heat exhaustion and is killed by a boobietrapped fan.
