They try one and if that isn't working, they immediately try the other. The jogger in Georgia was fleeing, it wasn't working so he resorted to fighting and that didn't work either. The other jogger incident in Georgia (the Wendy's one), he was resisting/fighting and that wasn't working so he tried to flee.
