Everything has a reason, but social convention dictates we can define minimal or irrelevant reason to one party as "no reason".
If you are speeding, you are trying to save time or get some adrenaline. But as long as you are not in a hurry to get to some appointment or some meeting, it falls under the umbrella of "no reason".

The reason he does that on purpose is to get a reaction from people he's bumping into while recording them.
So he's an asshole.
It’s a prank video and you haven’t seen the making off part where he’s telling them about the camera and sheeeit.
The only way to get a genuine reaction is not to tell them about it beforehand (unless they also happen to be professional actors).
