This is a joke, but hundreds of thousands of Americans have already moved South, with many more continuing to go. Mexico has an emphasis on personal freedoms, which is why they're still 3rd worldish. Instead of the Govt. seizing land for infrastructure, individual property rights have won out, so it's hard to upgrade, but they've got the creature comforts anyone can enjoy. It's safe, as well.
