It needs to be a multi pronged invasion starting at the narrow land bridge along the US/Mexican border and the Sea of Cortez to cut off Baja from mainland Mexico. That part of the invasion will need to head south and occupy San Felipe as it's base of operations. While Mexico is focused there the sea and air invasion needs to focus on places like Ensenada that has a military base. Caba San Lucas will be a landing base for sea invasion that then heads north. While all this is going on the invasion at San Ysidro port of entry and Mexicali can begin. Mexico will of course engage it's air force to counter attack but if the sea invasion is successful as a surprise then antiaircraft artillery can be placed to counter any attack by air. Missile bases should be placed on the eastern shores to threaten Mexican cities on the mainland. After a successful military invasion the courts, police force, media and all government agencies should be taken over and staffed by Spanish speaking Americans. Here's where our own home grown Mexican Americans can play a big part to reform the Baja government. All federal agencies and troops should be promptly given a warning to register for deportation to Mexican mainland. Anyone staying behind who is employed by the Federal government would be subject to arrest for failing to register to be deported. All federal property of the Mexican government should be seized at this time. Police forces to be reorganized by city and restructured with an American Chief of Police who will follow the law but for the time being, the area is under martial law. Farmers, tradesmen and private citizens are to be given the most freedom. Shop keepers are advised to carry on normal business. Indigenous Native Americans from other regions in Mexico and not owning land or property are to be deported back to mainland Mexico. This especially is important in Tijuana. They are a constant drag on society in terms of health, hygiene and begging. Any homeless from mainland Mexico should of course be deported. Mexicans who refuse to sign up for citizenship should also be deported. Every single person should present themselves with their ID, have their identity verified and place of birth recorded. Government records should be locked down for research concerning births, deaths, marriages and divorces. Any counter attacks or insurgency should be dealt with harshly. No exceptions. Don't like the new government? Tough shit. Leave or die. Property records should be maintained as well as bank accounts. Banking should become a sacred responsibility. Gold and silver standards to back up new currency. Mexican currency is to be discontinued as it has no backing. All bank and government currency to be seized and used to purchase backing for the new currency. A treasury department will be ordered to create gold and silver currency for world exchange and to pay the new government workers. A new constitution to be created modeled on the original American Constitution and backed up with severe penalties for infringement.
